The objective of this project is to develop a Competence Assurance System for Forensic Science Laboratory Practitioners.

Accountability
The CAP group will report to the ENFSI Quality and Competence Committee, QCC. It will develop generic proposals for a competence assurance system and support the Expert Working Groups in applying these in their specific areas.

Communication
As far as possible, all working documents will be distributed by e-mail/fax between the members of the CAP group and there will be specified time scales for responses. Project team members will make their best efforts to meet these time scales.

The CAP group will meet twice a year to review progress, to discuss any issues arising and to identify the work to be completed by the next meeting. The minutes of these meetings will be distributed to the QCC.

All ENFSI laboratories will be consulted before any proposals/recommendations are submitted to the QCC for endorsement.

The CAP group shall maintain contact with organisations outside of ENFSI that are working to similar objectives.

Funding
The CAP group has obtained funding from the EU for the project. Remaining costs for participating in meetings of the CAP group will be met by the laboratories of the members.

Progress

A: To develop a Code of Practice/Conduct for ENFSI Forensic Science Practitioners:

  • Review the Codes of Practice/Conduct currently available. start: 12/00 end: 05/01
  • Develop a draft Code of Practice/Conduct for ENFSI Forensic Science Practitioners.
    start: 04/01 end: 08/01
  • Revise draft and submit to QCC. start: 08/01 end: 09/01
  • Discuss draft at QCLG meeting on 03/02.
  • Discuss draft at Annual Meeting on 05/02.
  • Communicate with ENFSI laboratories and Working Groups. start: 05/02 end: 10/02
  • Revise draft. start: 10/02 end: 11/02
  • Submit proposal for decision to QCC and ENFSI board on 11/02.

B: To develop competence standards for Practitioners in the Forensic Process

  • Develop Standards of Competence for main Practitioners in the Forensic Process.
    start: 12/00 end: 05/02
  • Consultations about the standards with WG's and laboratories. start: 05/02 end: 10/02
  • Identify and define all relevant groups of Practioners. start: 05/02 end: 10/02
  • Submit SoC for main Practitioners to QCC on 11/02.

C: To develop a Process for the Assessment of Competency

  • Develop a generic approach for the assessment of competency. start: 05/02 end: 10/02
  • Develop specific methods of assessment of the competencies in B. start: 05/02 end: 03/03

D: To develop Training and Education Materials

  • Produce a list of forensic science training courses and training materials available in Europe.
  • Develop questions to support assessment of the Core Competencies
  • Support the Expert Working Groups in developing questions and other means for assessing the evidence type specific and specialist competencies.

E: To develop a process for European Certification of Forensic Practitioners

  • Review the standards and processes currently available for certification.
  • Develop a process of certification based on assessment methods in C.
